국민건강보험공단 고객센터 노동자들은 정규직 전환을 위해 6년간 투쟁해왔다. 건보공단의 비정규직화 정책으로 고객센터 노동자들은 십수 년간 불안정한 노동 조건에 시달려왔다. 이들의 투쟁은 한국 노동자의 절반 이상을 옥죄는 비정규직화와 여성 차별에 맞서는 것이다. 오늘(2월 24일)로 김금영 국민건강보험고객센터지부장의 단식 투쟁 15일째를 맞았다.

 

 

2월 10일, 국민건강보험고객센터 정규직 전환 쟁취 결의대회 이후 김금영 국민건강보험고객센터지부장이 단식농성에 돌입했고, 오늘로 15일 째 단식농성을 지속하고 있다.

 

국민건강보험공단 고객센터 노동자들은 십수 년간 매우 불안정하고 열악한 조건에서 일해왔다. 2000년대에 진행된 신자유주의 비정규직화의 흐름속에서, 건보공단 또한 2006년 고객센터 업무를 외주화했다. 정규직 노동자들은 연차에 따른 임금인상을 보장받았지만, 외주화된 고객센터 노동자들은 십년을 일해도 임금은 늘 최저임금 언저리였다.

 

회사는 노동자들에게 콜수 경쟁을 강요했다. 노동자들은 경쟁에서 좋은 평가를 받아 인센티브를 받으려면 가능한 한 빨리 전화를 끊어야 했다. 콜수 압박 때문에 고객에게 깊이 있고 친절한 상담을 제공하기 어려웠다. 외주하청 비정규직 구조는 노동자의 노동조건뿐만 아니라, 전체 사회의 이익에도 해로운 것이었다.

 

그러나 (공공부문 비정규직 제로를 약속했던) 문재인 정부부터, 윤석열 정부, 현재 이재명 정부에 이르기까지, 모든 정권이 온전한 정규직 전환을 거부하는 동일한 입장을 고수하고 있다.

 

외주하청 구조가 만연한 고객센터 산업의 노동자 대부분은 여성이다. 고객센터 산업은 외주하청이라는 중간착취 구조를 이용해, 여성 노동력을 초과착취하는 또 하나의 명백한 사례다. 공공기관인 국민건강보험공단(NHIS) 역시 동일한 메커니즘으로 여성노동자를 초과착취하는 데 동참해왔다.

 

현재 직접고용 협상 과정에서 정부와 국민건강보험공단은 노동자들이 근무해온 연차 인정을 거부하고 있고, 상대적으로 경력이 적은 일부 노동자들에게는 직접 고용을 위해 시험을 치르고 경쟁해야 한다고 주장하고 있다. 반면 노조는 단 한 명도 소외되지 않도록 모든 노동자들의 직접 고용을 요구하고 있다.

 

 

김금영 국민건강보험고객센터지부장은 2월 11일부터 무기한 단식 투쟁을 진행하고 있다. 국민건강보험고객센터지부 노동자들의 정규직 전환을 쟁취 투쟁은, 고객센터 산업에서 초과착취당하는 모든 여성 비정규직 노동자들의 차별을 철폐하는 투쟁, 나아가 모든 비정규직 제도를 철폐하는 투쟁의 일부이다. 이 소중한 투쟁을 엄호하고 계급적 연대투쟁으로 비정규직 철폐, 여성차별 철폐로 나아가자!

national Health insurance service customer center workers, has fought for 6 years for direct employment. they suffered for dozens of years of precarious working conditions, due to irreguarization by NHIS. their fight is to against this irregularization and discrimination on women, that shackles more than half of workers in South Korea. Today(24th Feb) is 15th day since the start of hunger strike by Union Leader Kim Keum-yeong.

 

Hi I'm dolmeng and I'm here at the Rally for direct employment of national Health insurance service customer center workers, who has fought for 6 years, to abolish irregular working system and win the direct employment, since the previous democratic government.

 

The Customer center workers of national health insurance service, NHIS, has worked for dozens of years at very unstable and precarious conditions. As NHIS has outsourced the job, the workers have got no increase of wage, and only got around minimum wage, even though they have worked for more than 10 years unlike other regular workers in NHIS.

 

The company has forced workers to compete each other, lining them with the quantity of calls they receive. It also made workers difficult to counsel the client in depth and kindly, because workers feel pressured to hang up the call as fast as possible, to get the good grade at the competition, to get incentive bonuses. So this outsourced system is not only bad for working conditions but also bad for the social interest of people.

 

The government, since the previous democratic government of moon jae in, and right wing government Yoon Seok yeol, to now Lee jae-myeong, another domocratic government, all the governments are holding the same position of refusing the direct employment.

 

Most of the workers at customer center industries are women, and the outsourcing system is prevailing in this industry, and it's another obvious example of over-exploiting the women labor using the discriminate structure. NHIS, the public institution, is using the same mechanism to over-exploit women.

 

Now in the negotiation process of direct employment, the Government and NHIS is refusing to acknowledge the years that workers has worked, and they're also insisting that some of the workers with relatively little experience should take exam and compete, to be directly employed. While the union is demanding the direct employment of all workers, leaving no one behind.

 

Today union leader, Kim Keum-yeong, decided to go on hunger strike until the demands are achieved. winning the direct employment of these workers, and abolishing all the irregular working system will be the great step forward for the fight against all discrimination, especially for women irregular workers suffering precarious working condition in customer center industry. March to Socialism will also struggle together. 투쟁!
